Those "cool pictures" are avatars (or any variation of 'tars, hassle'tars, D'ar'tars, 80's'tars, etc).

You can choose from one of several hundred avatars SSG has in it's database.

After 75 posts, you can make your own custom avatar, or ask one of the local 'tar gurus to create one for you. It has to be 75x75 pixels or smaller.

If you have any questions, there is a forum section called "How Do I?" that has answered this very question several times.
