are all the royal gaurd and jar jar cards missing the warning label in the top right corner....just wondering

No, they just don't have any small parts that are choking hazards. So no need for the warnings to be printed on the cards. The Geonosian Warrior doesn't have a warning on the card either. Just the normal Ages 4+ :)
