Are you asking which figures have never been made, which need resculpts, or both? "[C]haracters that has not yet made figures that including retooled and resculpts" is a bit confusing.

I guess we can break it down into three categories: All-new, resculpts and retools.

All-new, of course, would strictly be figures that have never been made before like Cane Adiss.

Resculpts would be updates of vintage figures or modern figures that haven't aged well.

Retools would be figures that could be achieved by simply making small adjustments to an existing figure.

I've been pouring over screenshots and I've discovered that there are actually 8 guards on the second skiff. So, add:

One of the biggest mistakes people make is confusing Kithaba for Barada. Even some major Star Wars publications (like the Star Wars Chronicles book) incorrectly identifies the Klatooinian guard on the Hero Skiff as Barada.

The "Hero Skiff" is the Skiff that carried Luke, Han, Chewie and Lando. And it's sad, because you'd think that after 25 years the five guards on that Skiff would have action figures based on them, but so far only one of those guards has ever been given a 3 3/4" action figure, Weequay.

The attached photo identifies the five Skiff Guards on the Hero Skiff. The other two are meant to clearly show Kithaba and you can see that he is wearing a completely different outfit from Barada (who is on the other Skiff). The most noticeable difference is the color of their pants, Kithaba wears red pants and Barada wears blue pants.

I've noticed that too, it's like they dabbed a bunch of green make-up on the brown mask.
