does the chrome Naboo fighter come with a minifig?

Nope. The cockpit isn't designed to accomodate mini-figs, but the set does come with an R2 dome.

No. Its UCS set and none of them come with mini figures. The R2 head that is included is to make the outside of the fighter look complete.
